The Tanzania Trade Development Authority (TanTrade) is inviting investment expressions of interest for the redevelopment of the Mwl. J.K. Nyerere Trade Fair Grounds in Dar es Salaam under a Public-Private Partnership (PPP) arrangement.
TanTrade owns 55.39 acres of land along Kilwa Road in Temeke District, strategically located 3.3 km from the National Stadium, 5.5 km from the TAZARA railway station, 6.2 km from the Standard Gauge Railway (SGR) station, 11.2 km from Julius Nyerere International Airport (JNIA), and 5.5 km from Dar es Salaam Port.
The planned redevelopment envisions a state-of-the-art trade and exhibition hub comprising exhibition halls, conference halls, convention centers, recreational areas, gateways, restaurants, promenades, and office facilities.
The facility is expected to begin operations in 2027 to align with trade and exhibition activities during the Africa Cup of Nations (AFCON) 2027.
The project will follow a Design-Build-Finance-Operate-Maintain-Transfer (DBFOMT) model using Public Private Partnership arrangements (PPP).
Eligible local and international investors are invited to submit expressions of interest in accordance with Regulation 36 (b) and (d) of the PPP Regulations, 2020 as amended in 2023.
Expressions of interest must include the following:
i. Certified legal entity documents and contact details of primary representatives.
ii. Company profile detailing experience with similar projects.
iii. Development concept, general objectives, implementation schedule, estimated capital expenditure (CAPEX), proposed concession period, and land lease/revenue-sharing benefits to TanTrade.
iv. Three years of audited financial statements.
v. Commitment to commence the project within 18 months after signing a performance contract and providing a bank guarantee.
Following evaluation, shortlisted applicants will be invited to submit a pre-feasibility study as required by the PPP Act, Cap 103.
